As a result of the light touch regulation and free market policies applied by successive Westminster governments since 1990, most “ILR” stations are now neither independent nor local.

Isn’t Downtown Radio’s 2014 FM station Cool FM? I think their FM frequency in Greater Belfast was used for Cool FM, while Downtown Radio remained on AM in Belfast and FM elsewhere in Northern Ireland.
