In its defence, it's not exactly the BBC's fault that a) it's faced with a choice between DRM-protected downloads and no downloads at all, and b) the only implementation so far that fits the bill isn't platform-agnostic.
Ideally, it wouldn't be hamstrung at all, but, this being the real world, it has to make compromises to persuade the indies to take part at all. So, DRM. The real issue here is that there isn't yet a robust, fully featured and commercially supported implementation of DRM that works equally well on Windows, Linux, Apple, etc. And whose fault is that?
