You can tell that the Conservatives aren't in power yet (and desperate for ideas) as they end up grasping an old policy that was rejected by a select committee which included at least one ex-Tory amongst its number. And if the Tories do get into power within the next five years, expect this particular idea to be extensively modified or rejected altogether.
